Job Title: Manager, Builder Licensing

Position Overview:
The Manager, Licensing acts as the lead in the Licensing & Underwriting Department for Tarion’s Builder
Education Initiative, and is responsible for maintaining and updating competency course material,
assessments, monitoring, equivalency requests, and success measurement. This role is also the department’s
lead in developing, piloting, implementing, and monitoring Tarion’s “Targeted Inspection” initiative.
Specific Accountabilities Include:
• Manage the Builder Education requirements for new Vendor Builder applicants, including approval and
maintenance of core competency courses, core learning requirements, exam and assessment
processes for inclusion as Tarion approved providers of competency courses, both on line and in class
• Maintaining and updating the various technical tests and competency courses for Tarion new builder
risk assessments
• Supervise and conduct business interviews and assessments of new vendor/builder registrants in
Ontario under Tarion’s Builder Education initiative
• Offer technical, administrative, and customer advice to help builders understand warranty requirements
and to enhance risk avoidance through education and early intervention
• Support builders and inform them of new initiatives
• Identify and monitor emerging industry trends or issues which affect builders and Tarion
• Work with external stakeholders, education providers, and Subject Matter Experts
• Support stakeholder relations initiatives as required
• Facilitate and share best practices in the residential construction industry
• Monitor progress of high-risk rated new builder applicants and follow up as necessary
• Participate in various Tarion operating committees and professional associations
• Other duties and projects as required
• This position frequently involves overnight travel

Qualifications:
Education: Minimum of Community College Graduation, particularly in relation to Architecture, Construction,
and/or Project Management
Experience: 6-10 Years
The ideal candidate will have knowledge and experience in:
• Reviewing, developing, and implementing education plans
• ONHWP Act, applicable Regulations, and Builder Bulletins
• Tarion Builder Education initiatives including competency course core learning requirements, and
assessment techniques and procedures
• Knowledge of government regulations applied to residential construction, including the Ontario Building
Code, the Ontario New Home Warranties Act, the Condominium Act
The following experiences will be considered an asset:
• Construction site supervision and/or project management experience
• Experience managing a business unit or experience as a business owner, especially in a constructionrelated
and/or education-related field
• Experience applying business standards with decision-making in relation to starting and managing a
construction business
• Expertise with the technical and site management requirements necessary in order to build residential
freehold homes
